Federal Programs and Grants

Welcome to the Federal Programs Department for the Chester Upland School District. Our mission is to ensure that every student—regardless of circumstance—has access to the resources, opportunities, and supports needed to succeed academically and thrive socially and emotionally. 

As a district serving the City of Chester and surrounding communities, we are committed to using federal funding strategically to address the unique needs of our students and families. Through programs authorized under the Every Student Succeeds Act (ESSA), we work to expand educational opportunities, strengthen instruction, and remove barriers to student success. 

Our department oversees the planning, implementation, and compliance of several federal programs, including: 

  • Title I, Part A – Providing supplemental academic support to help all students meet state standards  

  • Title II, Part A – Supporting effective teaching through high-quality professional development  

  • Title III, Part A – Assisting English Learners in achieving language proficiency and academic success  

  • Title IV, Part A – Promoting well-rounded education, safe and healthy schools, and access to technology 

We believe that strong partnerships between schools, families, and the community are essential to student success. We are dedicated to transparency, collaboration, and continuous improvement in how we serve our students. 

Parent and Family Engagement

At Chester Upland School District, families are valued as essential partners in education. Our Federal Programs Department is committed to providing meaningful opportunities for parents and caregivers to engage in their child’s learning and in district decision-making. 

Through our Title I Parent & Family Engagement Program, we offer: 

  • Districtwide Parent & Family Engagement Summits (Fall and Spring)  

  • Title I Annual Meetings at each school  

  • Workshops and resources to support student learning at home  

  • Opportunities for input on district plans, budgets, and policies  

  • Communication and outreach to ensure families stay informed and connected

We encourage all families to take an active role in shaping the educational experience of our students.
