Chester Upland School District( CUSD) is bound by the Public School Code of the Commonwealth of Pennsylvania (PA.) to provide free and appropriate public education to all persons residing in Pa. from six to twenty-one years of age.
CUSD is committed to providing homebound instruction to those students that may not be able to attend full day school for severe mental and medical reasons. These students must meet the following requirements to be considered for homebound instruction:
-
They should have a SEVERE medical condition that deems them unable to participate in a full day of classroom instruction
-
There should be an URGENT medical condition or a severe mobility issue to qualify for homebound instruction
-
The start of treatment for a chronic illness can qualify a student for homebound but a definite end date for homebound services needs to be determined and should not exceed sixty school days.
-
Homebound instruction should be TEMPORARILY not to exceed sixty school days.
-
The student is required to supply the CUSD an update from his/her physician every 30 days to justify continuation of homebound services
-
An extension can be given, but only after careful review.
-
The parent/guardian must agree to allow the school physician to offer a second opinion of the condition that deems an extension necessary.
-
Only one extension should be given per school year, with the exception of the following:
-
In the case of pregnancy homebound should start at the eighth month to eight and a half months of gestation and extend until six to eight weeks postpartum.
-
A pregnancy can excuse a student before the eighth month for medical reasons that would put the baby and mother at risk.
-
Cut off date for Homebound shall be May 1st
-
Any student needing Homebound after May 1st will be given a self learning packet to maintain their grades through the end of the year.
